What that means in practice:
- Many walls are plaster. Plaster was the standard interior finish in American houses until drywall took over after World War II. With more than a third of St. Joseph's homes built before 1950, a lot of the walls here are still plaster, and plaster cracks and comes loose differently than drywall.
- Older frame houses are balloon-framed. The city's historic design guidelines say most wood-frame houses in St. Joseph built before 1940 are balloon frame, with exterior wall studs running continuously from the foundation to the roof. That affects how doors settle, where a grab bar can be anchored and how a wall can be opened.
- Even modest houses are brick. The National Register study of St. Joseph describes "the city's ten brick works" competing after the Civil War, and load-bearing brick on "a surprising number of lower-middle and working-income homes." Many foundations are soft brick in soft, high-lime mortar, and hard cement patches damage them.

My house is in Museum Hill. Do I need approval to fix my porch?
Not for repairs in kind. The city's design guidelines treat replacing a damaged porch post, spindle or siding board with a matching one, repainting, and replacing broken glass as ordinary maintenance with no certificate needed. Porch stair railings that match the existing ones, storm windows sized to the original opening, and side or rear fences need staff approval. Does a small repair need a permit in St. Joseph?
Painting, cabinets, countertops and similar finish work are listed as exempt. Same-size window and door replacements must also meet the fire-rating and egress conditions. Decks, ramps, fences over 30 inches, bigger roof jobs, and changes to wiring, plumbing or heating do. Can a handyman do electrical or plumbing work?
A permit exemption does not establish who may perform the work. St. Joseph has separate trade-licensing requirements; confirm the required license and permit status with Building Development for the specific electrical or plumbing task before booking.
